Sheila is a Fraggle who is given a very brief spotlight in the Back to the Rock special The First Snow of Fraggle Rock. When Mokey comments how they "sure as Sheila" can't start their holiday traditions without snow, Sheila confirms it with a confident, "She's right!"

The puppet used for Sheila is one of the background Fraggles (known unofficially as "Chenill") with elements of her costume coming from other characters. Her glasses were originally designed for Rupert, and her hat is the one Gobo wears in "Mezzo: Live in Concert" turned backwards.
